Situation

The South Carolina Department of Health & Human Services' (SCDHHS) website has become increasingly complex, impacting performance and user experience. The site was in need of a complete overhaul to meet modern usability, functionality, and compliance standards.

SCDHHS sought a modernized website that reflected its mission, prioritized user-friendliness, and improved overall functionality. The updated site needed to offer clear navigation, streamlined access to information, and a design aligned with the agency's core values.

Solution

Streamlining Complexity

The new design prioritizes essential information with a clean, image-light interface, ensuring rapid page loading.

Previously, SCDHHS had created multiple microsites for various programs. This approach led to content redundancy and inconsistent navigation across platforms. We reviewed over 20 sites and proposed consolidating all content onto the main site.

To enhance user experience, the site structure was overhauled. Administrative reports were relocated to the footer, allowing the main navigation to focus on key user groups: Medicaid members and providers.

Content was simplified to improve accessibility, aiming for a reading level appropriate for a general adult audience with varying literacy skills.

A customizable quicklinks section lets administrators elevate timely information, such as open enrollment materials.

Impact

Medicaid Enrollment Made Easy

The redesigned website, with its focus on essential tasks for key user groups, offers a more streamlined and intuitive navigation experience.

The new site achieved high marks in technical evaluations for performance and accessibility. Most crucially, it significantly improves the ability of Medicaid members and providers to quickly locate necessary information.
